These are preferred seats on mainline AC that don't have E+ (about 18 738s plus the GUM fleet). It's a holdover from the CO days when the front 1/2 of the cabin was reserved for elites even though the seats had the same pitch as the rest of the AC. On the AC without an E+ section the exit rows and bulkheads are still considered E+ (and marked as such).
