It has been a "rule" for many years; it has not heretofore been enforced. When it does, it is likely to include codeshares. It will undoubtedly impact non-US members if so.

There have been reports that it is being enforced this year (2014) when a member has found that the elite level has not been granted, even though the miles/points have been earned (without 4 AA flights)
While it has been assumed that the program is still living, nothing has been stated definitely on how/if "life-time" status has been affected by this.
