The FAQ page does point out that some Canada and Mexico land crossings can cause some issue in that they might not flag up. It isn't necessarily a problem unless someone makes the journey in order to 'reset' the time they can spend in the US on an ESTA, but then again, crossing the border for this purpose is seen as not being in the spirit of what the ESTA is meant for.
