Waitlist usually happens when the ticketed allotment is full, but there is a possibility that the seat controllers may release more seats for redemption.
Not available happens when both the ticketed and waitlist bookings has reached its full allotment, and no more seats will be released for redemption. This usually happens when a flight is close to full load.
In other words,
Not available = no chance of getting any seat.
Waitlist = still possible to redeem a seat (however little)
