To be in a position to take the DLR, I have to take a bus, then a train to Victoria and the District line to Tower Hill, or route via a train to London Bridge. Yep: you are clearly not within the target market for LCY.
Finally, I do use LHR and LGW in preference to LCY, but there are some attractive LCY weekend destinations that appeal to me, but which I won't be going to due to the lack of a lounge.
You pays your money... but I suspect that the target market of individuals who live quite some distance South of London, want to fly CE from LCY at the weekend and demand all the trimmings including a lounge or will not consider flying is, to be honest, not that big and rather unlikely to be a top priority for BA or, for that matter, any other airline.
