According to @AskAmex on Twitter the reason the card doesn't work properly at WalMart is because the chip will only function properly outside the US and to swipe in the US. I asked what I'm supposed to do at chip merchants in the US. Since it can't be swiped. They didn't answer at least not yet, LOL.
