Not quite.
The policy is quite simple and makes a lot of sense really. If you bring a bag of size 50 x 40 x 20cm or smaller it will be guaranteed onboard as it fits under the seat. If you bring one larger up to 56 x 45 x 25cm it 'may' have to go in the hold - normally if you are one of the last to board.
However, if you hold either an ezy plus card or are on a flexi booking you get priority (speedy) boarding which also 'guarantees' that your bag of 56 x 45 x 25cm goes onboard with you.
