Same reason why a Latitude does not get a J seat when priced more than Z. With Lat fares we are selling flexibility, and assuming no fare inversions, O fares should always be priced more than Y/B. Not to say that you won't see the more restricted E or N fares priced less than Latitude, but those are not flexible. In this case you are trading comfort for flexibility.
