Could be referring to the old memo. Until further proof, I'll assume that it is a misunderstanding. I remember trying to buy an OV shortly after CVS went to cash only to the prepaid cards and the manager told me that I couldn't buy the OV since it was now cash only. I looked at her and gave her the confused look and at the time I didn't bother to push and say "can we try it". Obviously the manager was confusing the OV and lumping the OV with MVD/VRs.
