It can be confusing for store clerks to differentiate between the different types of cards, similar names, some cash only and some not.
There are many Vanilla products and this is what I gently explain when I'm told cash only for One Vanilla. They just see "Vanilla" and they remember the cash-only memo list with "Vanilla" on it and forget that is says "Vanilla Reload".

So many Vanillas and almost all are able to be purchased with a cc or debit. One Vanillas can still be purchased at CVS and even most Walgreens with a cc or debit card. Now, there are problem areas where some stores have started limiting the amount you can purchase at one time, but most of those are Walgreens and they are not hardcoded in registers, but are merely limited by the local manager. And, some managers when I ask are fine with me purchasing more than $500 at Walgreens, but may not be okay for the next person.
