I've always rather doubted that since outstations seem to offer it, but it seems like LHR have caught up too.
This was the first time I have heard it at LHR too. I asked if it was available to WTP and the lady then proactively also offered CW. As a point of reference the flight had an extremely light load <50% in WTP/CW/F and about 70% in WT. There were only 13 of us in WTP in the end which made for a great flight.
