Yes an absolute bargain at that rate although once the refurb is complete it will probably go back inline with other London properties.

The refurbished rooms are nice although they are a little claustrophobic even for London. I'm only 5'8" and could touch the ceiling so it's maybe not one if you are over 6'2"-ish. There are also no bedside lamps or night lights so it's either pitch dark or floodlit like the nearby stadium at night.

Great if you are in the area but if you're location is flexible Commercial Road (20k) and Stratford City (25k) over in the East End are much better options with large-ish rooms for London and very good transport links, HI Wembley is a ten minute walk from Wembley Park station. Wembley Stadium station is next to the hotel but it is only a half hourly service.
