A is definitely agriculture. You get A if you answer yes to any of the food/farm questions. (That's the only instance where I've gotten any code that I can recall.)
I've gotten it a few times without--flights from China. Once I overheard a couple of officials discussing whether our flight was a 100% inspect--the answer being affirmative.
