How does CX decide its flight numbers?

I've always wondered how CX decides its new flight numbers

For example

we have CX 250-CX257, but when they introduced the 5th daily service, it was CX238/239 instead of CX258/259 (probably because it doesn't sound lucky in chinese?)

CX200-299 has traditionally been European destinations, but now we have CX 357/358 for MAN (which doesn't sound great in chinese either!) and CX 383/382 for ZRH. I wonder why they didn't use something like CX 228/218 etc for these new destinations?

Any thoughts?
