I don't think an FA should have to be a baggage handler. If passengers cannot manage their own bags themselves, then they should check them and there will be a dedicated staff of people to handle their bags.
I think the point was in other parts of the world, culturally it is different. I've heard the 'reason' for U.S. and U.K. carriers relates to insurance instead of service.
