Here's the controlling language:
Flight attendants will be required to assist passengers with soft and lightweight items during boarding and taxi-in. Flight attendants should exercise discretion if they find items that are too heavy or bulky and tactfully assist the passenger by showing them where they can store the items and request that they obtain those same items after gate arrival.
In other words, they don't have to help with carryons if they don't feel like it. They can simply decide that it's too heavy, which they invariably do. That rarely happens on foreign carriers. It's part of the job of FAs to assist in getting items stowed in the overheads. They don't just tell you to put it in the overhead; they either help you or do it themselves. AA just has to get its act together on this type of stuff if it expects to compete internationally, especially for premium pax.
