I have seen 3J seats available short haul (1hr or less) around the GCC countries at the lowest mileage levels in Etihad Guest. This was not adjusted closer to the flight.

Keeping in mind Etihad offers two tier redemption rates within Etihad Guest. There is probably not much incentive for them to open lower value seats when they have plus grade and their own higher value reward seats instruments.
