Update: My in-laws got the visas easily. Filed for them after they landed in the US. Submitted everything on a Sat night and got approved by early Mon morning.

They asked for a copy of the marriage certificate, but since they were here we could not provide it. So just made a copy of the back of the Indian passport which lists spouse.
