I specifically asked about the transit visa and was told I could only venture out to the airport hotel with it. Otherwise, I had to purchase the tourist visa. (US Citizen)
Honestly, the lounge is 1000 times better than the hotel, so unless you need a lousy hotel room for any reason, might as well stay in the lounge.
