Wanted to withdraw $200 from an Allpoint ATM in a Target store with my NW Buxx. I got a message saying the owner of the ATM would charge $2.50 in addition to blah blah...

I do not quite understand since on the NW Buxx website:

"Will the cardholder get charged for withdrawing cash from an ATM?
There is no fee for using the Card at Nationwide Bank or Allpoint Network ATMs. If used at other ATMs, including those displaying the Visa/PLUS logos, the card will be charged $1.00 per transaction, plus the terminal owner may charge additional fees and “surcharges” for ATM transactions."

How come?
I thought the "owner surcharge" would apply only to other ATMs than NW or Allpoint...

PS: I am not speaking of the $1.00 fee which has been debated but rather of an owner surcharge
