In Asia, there is never a problem of bin space. Just doesn't happen.
I think the reason is, shockingly enough, you can check 15KG of stuff for free. That simple.
That means that if you are a kettle and, frankly, you don't care waiting a bit more on arrival, you do just that, you enjoy the convenience of not having your luggage around, and then there is some space left in these bins.
They also enforce a sane max size on bags at security.
There is something in for the airline too. Instead of a "all-hell-is-breaking-loose" for every flight trying to administer a troop of people trying to squeeze in their belongings and getting into an earlier group for that purpose, the boarding process is completed in much less time.
But then the airlines forgo ancillary revenues on checked luggage. In fact, in many cases, they don't even make money on selling drinks and food. They are making their dollars actually selling tickets to go from point A to B.
