Lone its a good tip but the problem doesn't seem to be getting in an initial answer via SM,its that Barclaycard aren't willing to answer the questions we all have and similarly are stating there is nothing Barclaycard can do to process an upgrade. This is being echo'd by phone CSR's (albeit after inconsistent information has been give such as 'you will be upgraded to world elite' to then 'no you won't be upgraded' and various levels of management.

The issue here being that new customers of the same card and seemingly being treated better than existing.

Some of the high scores, high credit lines and long history of customers that are being told they are not being upgraded is crazy. Conversely on the flip side new applicants are getting approved with credit lines from $250 to $1700 (users sharing their experience) and are receiving the World Elite.
