It's actually been mentioned on the other thread about GE gifting, but I'll repost what Thai-Kiwi said here:

3.2.3.3.2 Confirmation of an upgrade that is Gifted by an Elite Member, Gold Member or Silver Member, is subject to the same Tier Status benefits as the Member Gifting the Rewards, provided such Member is travelling with the Giftee and the advance upgrade confirmation is limited to one Giftee. Only Elite Members may gift Recognition Upgrades and/or Elite Airpoints Dollar Upgrades to that Elite Member's Giftees. If the Elite Member is not travelling with the Giftee, the Recognition Upgrade and/or Elite Airpoints Dollar Upgrade will be processed in accordance with the Giftee's own Tier Status. Note, Elite Partner is not a "Tier Status" and is not taken into consideration when confirming a gifted Recognition Upgrade and/or Elite Airpoints Dollar Upgrade.

So yes, if you got a family member/friend/buddy that's Elite, ask them nicely to gift you such an upgrade (personally I'd happily pay them back for however much it cost, as it's way cheaper than actually buying Premium Economy or Business).
