Yea, but you still have to file, which is a PITA. Also, as mentioned above, being a US resident (not citizen) and
not living in the US is a big no-no according to the authorities. If you were caught living outside the US as a US resident without a good reason (for example, if you are married to a US citizen who is posted abroad) it could get ugly.
