For Avios based redemptions, yes you can deplay the GUF on other passengers and not travel yourself, so that's different from Amex / Chase vouchers. For cash upgrades, where you use a travel agent and upgrade to a revenue bucket before ticketing, then you must be one of the passengers on the GUF.
