DHHS has a FAQ about this that I read read recently (or maybe it was Kaiser Health News). It think they all have to accept debit, but not all accept credit. I have Anthem BC (Virginia) and Aetna, they both accept credit same as cash.

Best bet is to call customer service and ask what form of payments they accept, if they accept credit, they should be able to help you figure out how to do it online.
