What you have provided is useful information, why this cannot and has not been provided by countless CSR's and management is beyond me. Someone must have the info that you kindly shared today.
I think the piece you mention about World Elite being offered is probably because most are unaware of that being an option by Barclays for them. I personally have not read (lets be honest we all use the Internet or wouldn't be here on this great forum) any accounts of Arrival members stating they have (in current form before rebrand) a WEMC version. Whereas on the new Arrival Plus application, the card itself is the World Elite Mastercard Arrival Plus, doesn't leave a lot of room for misinterpretation (or so we would believe). Correct me if I'm wrong here but although the Ts & C's mention 'you may not qualify for the Arrival Plus World Elite Mastercard' it does not mention a lower product could be substituted (lower being plat, world etc). Certainly the CSR's do not mention that at all along with their management who are stating the new card is World Elite only not sliding card based on score/history.
I am one of those that does use the WEMC perks (like the hotel portfolio for example) and have an older crappier WEMC from another issuer that I was looking forward to getting rid of due to these new changes from Barclays.
I put a lot of spend on the Arrival (no not $800 and no not $1k CL

)so it is interesting as you read across the web those that are or are not being 'targeted'.
Hopefully as the days go on Barclays will tighten its communication, look at the confusion, understand that loyal, current AF paying customers with accounts in good standing and who bring a lot of business to them are frustrated by the comms and the seemingly (just from appearances) random upgrade/no upgrade/new entitlement etc approach and ultimately do the right thing.
Even if their is an option to convert, cross-grade, or upgrade into WEMC in the future. All of these options by the way, CSR's and management are saying DO NOT exist for this product. This is after speaking to multiples in different departments. If this is incorrect and they can process these at a later date (upgrade based on criteria etc) then fantastic but again right now the messages coming back via SM, CSR, management at multiple times is only option is to close account and apply new, does not seem like a good message to be stating.

All Arrival fee accounts have a "This account has been selected for an upgrade" memo but this memo is about Arrival to Arrival Plus not WE. Here's the latest info:
May 14th and May 20th, emails go out regarding changes. This might reference any World Elite upgrades but it does NOT specify.
Effective 5/15/14 the system now says you can request EMV cards today and the global reissue is still set for 5/28.

Maybe all of this will change on Monday and they will just upgrade everyone, thus further diluting any perceived elite status you get from World Elite MasterCard. I'm shocked how people are obsessing over World Elite when Barclaycard Arrival has offered World Elite since March 2013 for high spenders.
