I'd take a look at some of the suburban Chicagoland SPG properties. I know there are a couple day camps in the area (4-8 weeks) that would likely meet your needs.
I went to Banner Day Camp in Lake Forest and has exactly what I think you are looking for.

If you do Banner, you can stay at the Westin in Wheeling, which is about 15 minute drive or you can stay at any of the SPGs downtown. Banner has bus service and at least used to have a bus that came in from the city. Your child could then experience city life in Chicago then take the bus to the suburbs for camp during the day!
