Firstly, the reps are confused. There is NO way to predetermine who will be upgraded to World Elite MasterCard. Most likely they are assuming the upgrade notation on your acct signifies World Elite but this is not true. All Arrival fee accounts have a "This account has been selected for an upgrade" memo but this memo is about Arrival to Arrival Plus not WE. Here's the latest info:

May 14th and May 20th, emails go out regarding changes. This might reference any World Elite upgrades but it does NOT specify.

Effective 5/15/14 the system now says you can request EMV cards today and the global reissue is still set for 5/28.

Maybe all of this will change on Monday and they will just upgrade everyone, thus further diluting any perceived elite status you get from World Elite MasterCard. I'm shocked how people are obsessing over World Elite when Barclaycard Arrival has offered World Elite since March 2013 for high spenders.
