Okay, so maybe they could setup a computerized roulette wheel. I think they have something like that in the Vegas casinos.
When you check-in and are eligible for an upgrade, your status/fair automatically gives you into the appropriate number of slots. Then when checkin closes, the wheel spins. The winner gets the upgrade ~40 minutes before boarding because checkin has closed...
