The free int'l data roaming is throttled at 128kbps, which is far below what you'd need for Netflix. That's how they keep the costs down so they can offer it for free: the data rate cap prevents it from being used by data hogs such as video streaming or file downloads. But for all else, including pushes to apps and most other things apps do, it's fine.
