YYZ-YHZ is the perfect length of flight for crews to get used to the new aircraft. During shorter flights everything happens quickly and it can get very busy, especially if the weather is bad. 2 hours allows the pilots (and flight attendants) to not be rushed on an unfamiliar aircraft and get the job done properly.

I suspect that is why YHZ is the first scheduled destination. It's a convenient length of flight.
