Theoretically it's throttled from the beginning while you're roaming internationally, so there is no cap. As long as you're on an eligible plan and in an eligible country then you won't be charged or hit the cap. The only thing you can't do is be roaming constantly. I haven't read of anybody getting cut off, but they probably would (or ask you to buy a data pass) if your use of international roaming is excessive.
