Before the IFE is now activated gate to gate the empower units are disabled before landing, so you can't charge it anyway. Where does it day you can't charge products? Provided they are not placed loosely or not within arms reach?
Its implicit with "operating electronic equipments". Then again i don't follow such rules becauses its scientifically proven nonsense. And 90% the time FA thinks its a bs rule to follow anyways.
