You are correct. I just looked at the speedtest logs, and it was 15.16 Mb, not 20. I also used the term HSPA loosely, I believe the network is HSPA+ which is what US carriers are calling 4G even before LTE arrived. I think that is supposed to top out at 21Mb, though the Nexus for is capable of Dual Carrier, not that I have access to any network that supports it.
My phone has a faster internet connection than my home DSL, so HSPA+ is plenty fast enough for me
