I had always thought the inventory numbers are the same for each flight regardless of which flight you are connecting to/from. I guess this is sort of combined with fares (PHX-SFO vs PHX-SEA) so they look like this? Doesn't it get really complicated to manage with tens of thousands of fares to all over the world that each flight can have?

UA shows the lowest of the numbers when mixing segments together. You can still book different inventory levels. One needs to know these nuances when using "expert mode" as both the UA site and the threads here warn about. This is especially important when looking for upgrades (R).
