Yes, that's my experience as well. The desk agent once told me that their policy is to give three-star hotels to economy passengers and four-star hotels to business and elite passengers. The desk agent doesn't seem to have a choice: my impression was that they typically have exactly one four-star hotel on a given day (and which one this is changes from day to day).
Hotels I remember are the Courtyard by Marriott, the Radisson, the Mercure, and the Novotel (all shuttle bus properties).
Imagine your hotel is only half full on a given day, and then BANG: an airline needs 65 rooms on the early evening of that given day. I reckon hotels discount deep (and I mean, very deep) with some fierce competition between hotels to win the sweep.
