Really depends on where you're going.
To museum/mosque I would suggest long pants, shirt is ok.
For anything else, it really depends on you. I'm having some long pants which are very light and actually cooling me more than shorts on a sunny day, plus male legs aren't to everyone's taste
So yeah, I'm usually going with long pants, but if you go to a casual area (shopping mall, beach area, hotel pool, whatever..), and you're more the shorts guy, nothing to worry about if you show your legs. I've even got an op-up once in DXB arriving with nothing more than shorts and a dirty t-shirt, but that's a long story that doesn't belong here
