"Budget is ideally $250/night tax-included... however, a quick priceline search shows that most Manhattan hotels are in the $350-400/night range during my stay"

You may well be able to find a hotel within your budget and desired area if you are prepared to bid using Priceline's (non-refundable) "name-your-own-price" option, or Hotwire's opaque booking engine, rather than Priceline's "regular" rates. For guidance on Priceline bidding, consult betterbidding.com, and biddingfortravel.com. (Whether your employer will reimburse for lodging secured via a Priceline bid or Hotwire opaque booking is another matter.)
