Some kinds of PDF-level protection can be defeated simply by opening them in a reader that doesn't come from Adobe and which ignored the DRM features.
Aside from that one (which I've used to defeat watermarked and do-not-print on things), this suggests that at least as of a few years ago it was hardly NSA-level protection:
