The 3* offer (which is of course really 2*) which many received in April specifically stated in the T&Cs that any card not transitioned from CIBC was excluded from the offer. I got the e-mail but not the miles, I had cancelled CIBC card and opened a new TD card. I understood from the rules that I was provided the offer as an old CIBC cardholder (now cancelled account) but it did not translate to the new card as my bills did not have anything at 3*.

If there is a promo with anyone getting 3* on new TD cards, it is a different promo.
