Successful data point on the annual fee refund:
Fee posted 4/4, but due to the issue linking the account with AA, the miles didn't post until yesterday (statement closed 5/6).
SM'd Citi to close the account and asked for the annual fee refund (34 days after it posted). They responded within an hour with the form response saying the AF would be refunded within two billing cycles.
