They need to make the priority boarding lane separate and positioned away from the seats or waiting area. This way priority boarders can move past without fighting to get through the general boarders. Also the queue line should be distinctly separated so that general boarders stay on their side. Finally they need a sign that separates the people sitting at the back from the front. People who sit at the front and lining up in general boarding are just wasting everyone's time.
