American Samoa, Baker Island, Guam, Howland Island, Jarvis Island, Johnson Atoll, Kingman Reef, Midway Island, Northern Mariana Island, Puerto Rico, Saipan, Swains Island, Pacific Trust Territories, Palmyra Island, Panama Canal Zone, US Virgin Islands, Wake Island.

I'm a little confused by this perceived ambiguity.
For RTW, you'll be on mixed carriers, cabotage rules don't applied.
