It is meant to be a one time thing. I don't think it ever was proclaimed to be used more than once. My point is that if you plan to sign up for Serve (not Isis Serve) you mind as well take advantage of the 1 time $500 load.
Its pointless to use an OV card to constantly buy temp Serve cards. Its like those folks that have to turn AGCs into VGCs only because they have to. If AGCs had PINs and could be used to load BB/Serve, no one would jump the extra hoop to buy VGCs just to do that. I can't sign up for Isis since I have Sprint cell phone service (not sure if prepaid brands that fall under AT&T/Verizon/Tmobile are eligible for Isis since its based on the SIM chip).
