At PP airport, immigration counters on right, the VOA counters directly in front when coming down escalator. You hand over form, picture and passport at left counter, then wait as they process, sticker your passport and then call you to right counter to pay $20.
The above setup was different than when I visited last august, or maybe I am confusing with Myanmar, LOL!
