I've booked mileage runs, and been rerouted direct (or almost direct) due to IRROPS. It's the risk you take. But AC is definitely being fair here.
No, it's not a "mileage run" option, there IS NO WAY to get from SJC to FRA on the same day with exclusively AC flights WITHOUT an overnight. And SFO is just an 'option', but that's at my expense, it's 50mi farther, and parking is obviously more expensive there.

So I talked to a supervisor (called a "lead" agent). She was very adamant that she would not book any non AC flights. I mention the tariff, but she's quite adamant that it only applies to same day flight issues, even though she can't find the tariff herself. We get into some argument about the tariff rule, but I decide alas, that's something to take up with the CTA and not the supervisor, who was clearly not going to do anything to help me at this point (note to self: never mention tariff rule to a supervisor. It gets them really annoyed). OK, I told her fine, find me a flight that can get me efficiently from the original points (SJC-CDG/FLR) with the area 1 part on the same flights. Apparently she can't do that and has to transfer me back to an agent (??? a lead agent can't book a flight for me?)

The first option the agent offers is, lo and behold, a flight from SJC-LAX on US Airways, followed by a LAX-YYZ flight on AC. That seems to be pretty inconsistent, because that's not a AC flight, or even a *A flight! Apparently, a short haul on another carrier is okay, but not a longhaul? I told her that US Airways flight probably wouldn't work because it's in Y. But this was finally clear evidence that they can book on OAL if necessary! So I decide to tell her to notate the SJC-LAX flight on US as a possibility on my account and that I would call back later after I looked to see what my options were.

Found some other things out as well. Forced overnight would be at the Sheraton Gateway in YYZ (which is apparently where they put forced overnights in J. I guess poor people in Y get some other hotel). I said well, if you're going to force us to stay in YYZ for a 18h layover, we'd at least like a hotel in the city and not in the airport. That was quickly denied.
