If you like awesome food and nice friendly people then Taipei is for you. If you like tall buildings and want to experience the Manhattan of Asia (not Manhattan the bar ) then Shanghai is the right place. If you do decide on Shanghai I'd recommend you stay in Puxi rather than Pudong if you want to stay in a "fun" place. Pudong is not generally associated with "fun".
