Maybe, maybe not. If it's a trip taking them through multiple states, one could purchase in the first state, then have it sent to their hotel in the next.
But wouldn't that depend on which states were involved?
I've ordered stuff on the internet for delivery to my hotel (mix of Amazon and direct from the company) and been charged sales tax depending on whether the retailer had a physical store in that state or not.
