There are two basic ways to get GS - 1) Through corporate contract (so PQD doesn't matter) and 2) Lots of high fare travel (like I do every month) so even though yes PQD is "measured" the reality is when you spend over ~$60k per year (last year I was around $90k I think) then effectively PQD doesn't matter either....
